Bloomfield Music Teacher Arrested On Charges of Child Sex Abuse

Just in, from the Office of Essex County Prosecutor...

Essex County Prosecutor Paula T. Dow and Bloomfield Police Chief Michael Sisco today announced that a Bloomfield music teacher has been arrested for allegedly sexually abusing a 10-year-old female student while she was taking violin lessons at his home.

Rafael Frost, 66, of Watchung Avenue, in Bloomfield, was arrested Friday morning, at his home, without incident, by detectives from the Essex County Prosecutor’s Office and Bloomfield Police Department. Frost was charged with three counts of 2nd degree sexual assault by contact, three counts of 2nd degree endangering the welfare of a child and three counts 3rd degree criminal restraint. Essex County Superior Court Judge Michael Casale set bail at $150,000 bond. If convicted, the defendant faces up to 10 years in prison.


According to Essex County Assistant Prosecutor Mark Ali, who heads the Child Abuse Unit, allegedly on three separate occasions, from September to October 2007, the defendant sexually abused the student during violin lessons at his Bloomfield home. The victim began taking lessons with the defendant in January 2007. Up until September 2007, the young violinist was accompanied by family members during her lessons. The alleged sexual abuse started after the 10-year-old attended the lessons unsupervised. The investigation remains ongoing.

Prosecutor Dow and Chief Sisco urged anyone with information about this alleged crime to immediately contact Detective George Ricci of the Bloomfield Police Department or Detective Nichele Patrick of the Essex County Prosecutor’s Office at (973) 621-4700.

These criminal charges are mere accusations, the defendant is presumed innocent until proven guilty in a court of law.

Withholding judgement as we only have one side of the story in fairness. But yikes..not good publicity for Schools or Teacher...

 

Cheesy, It doesn't say that he teaches in a Bloomfield school. He's a music teacher whose home is Bloomfield. There's a difference.

Looking at this article, I can't help but think...

digital photography has done wonders to improve the quality of mug shots. Old mug shots were terribly unflattering. Nowadays, you could practically take a mug shot and put in on your Christmas Card!

Totally creeeeepy!

A few years ago, when I was taking the DeCamp bus down Broad, he happened to take the seat next to me. I had a terrible cough which prompted him to start talking to me.

We started chatting and he was telling me that he was a music teacher. Then for some weird reason, he just grabbed my hand and held it. I was completely weirded out! I started to pull my hand away but he just held on. SOOOO weird. Thank goodness we were already in Port Authority and were getting off the bus soon.

Anyway, that interaction completely weirded me out so when I saw his picture posted here, I was like, "Yes! It totally makes sense!"

Of course, innocent until proven guilty, but c'mon, CREEEEE-PY!

Yeah..definitely a creepy Halloween display this would be....

 

This just means I can never leave my kids alone, ever again, with anyone, until the end of time.

I hope that little girl is OK. She's not much younger than my own dear little girl.

Upon reflection-I bet those charges never came to anything due to the fact, that the past victim or victims probably withdrew allegations for fear of further victimization from a system that does not favor the young and innocent.

Just the line {The alleged sexual abuse started after the 10-year-old attended the lessons unsupervised} hints that no one saw the incident hence it's her word against his. Or some how the parents are to blame, as well. Even though the statement is typical of our justice system while politically correct for the suspect it shades the victim's credibility.


The suspect is familiar to me and while "creepy" he is cunning, worldly and talented. So after a short while of sitting in on your child's lessons you might be lulled into a false sense of security just by his resume alone.

I pray that "if in fact the statements made to the police are true" that this victim and her family have the strength to endure the process if only to prevent this from happening
ever again.

I have often seen this man walking in Brookdale Park and he is always quietly cordial. None of us know whether this terrible allegation is true or not. I assume he's been teaching a long time. If there's something to it, others are likely to step forward. Do people start molesting in their late 60s?

If you have read the headlines of the Independent Press you will see that "Crime is down in Bloomfield”. The Uniform Crime Report for 2006 came out and the numbers are better. Who knows what the reasons are.

That being said, you must understand that Bloomfield is densely populated. There are 8961 people per square mile. In that square mile a few people will be inclined toward criminal and anti-social behavior. You shouldn't feel nervious. It does mean that you have to be sharp.

Really, Clarice, while it's nice to have you posting again, how the heck would you know if the accused is "cunning, creepy and talented?" What indeed gives any posters here the surety to make such remarks? (You, too, Katie, should know better by now than to class someone as a "perv" by way of his photo, Bill Clinton himself might resemble Leopold and/or Loeb after a night in the can and araignment processing.)

That mug shot photos may be a matter of public record does not necessarily mean Baristanet should be publishing them. Even under the claimed guise of it being a "public service." All it's really meant to do is to encourage dumb comments, and this practice is one of the more scabrous, self-interested things this site serves up.

If the accused is eventually found innocent in a court of law, he'll also likely have bankrupted himself paying for his defense. The sheer costs of such a defense (including the psychological toll on defendants and their families) are, it's been previously noted by defense counsels, often one of the reasons that even innocent defendants plead out and that less than airtight cases are brought to guilty verdicts.

The rush to judgment here is appalling. (Where is Walter van Tilburg Clark when we really need him?) That Baristanet seems to do its best to encourage it is truly, to use a word used more than once above, "creepy."

And mikey, what does Bloomfield's population density have to do with a so far unsupported accusation of child sex abuse? Are you trying to suggest some kind of statistical likelihood for such crimes? You're being even dumber here than your usual high standard, in the guise of being "sagelike." You have to be sharp too, laserchap, but you never, ever will be.

I was once his neighbor and had numerous conversations with him that is is how I would have described him back some time ago.

He had a way with conversation that was friendly to the point I was led inside his house and given a tour while I was alone, which was out of character for me to follow.

AS for "creepy" that was not my own word. And as for rush to judgment that indeed is for the system to decide if indeed what statements where given to the police this time and even while he was suspected some years ago.

If he is innocent, which he is until proven guilty, then he should take great caution to being alone with young students unsupervised, and even more so while in the confines of his own residence.

Thank you Kay I would like to believe that I was a good one. Now I work hard trying to be a good wife, daughter, friend, but most importantly a good mom.

I am not quick to judge. If you have been under scrutiny once in your life for a crime like this you would think that once bitten twice shy.

A "prudent man" would have a mandatory self imposed rule not to have a child without supervision alone in your house while teaching them. No?

I would agree with that - which in my mind only adds to the suspicion of sickness. (i.e., the compulsion is so strong that he takes a chance, thinking maybe he won't get caught.)

I also understand how a 'he said she said' battle could potentially ruin an innocent person, so I do like to wait to hear some facts before making a judgment. But I also don't leave my kids alone with just anyone, and still drag my son into the ladies' room with me when we're out somewhere without daddy. Sad facts of life.

Spicoli (whom I salute for catching the reference), the relevance of the quick "due deliberation" in the novel was my point. There scruffiness equated to rustlers and murders. Here people are sure the guy looks "creepy."

But I think I most blame the proprietors of this site, for running the picture and thus soliciting the reasoned voice of the community. Some things can never be excused by a slow news day.

Mr. Frost may be innocent until proven guilty regarding these charges, but I know him all to well to be a compulsive, sexual miscreant.

I too, used to take the DeCamp Broad Street line, where he and I both boarded at Watchung and Broad (near Holstein's).
Nearly 15 years ago, I had the misfortune of sitting next to him on the bus, on the right side, mid-bus, near the window. Not knowing what I was going to be subjected to, I drifted off to sleep, my head tilting toward the window to the right. I woke with a start, in the Lincoln Tunnel, to find Mr. Frost's fingers...between my legs. I squealed, half asleep but quickly getting my bearings. He jumped up and moved towards the front of the bus, where several other passengers lined up behind him to disembark at the Port Authority.

I spent the next few weeks, speaking with authorities at the Bloomfield Police Dept, NJ State Police and Port Authority Police Dept. All the while, I needed to share a bus with this monster. Rather than avoiding me, I swear he pegged me and sat next to me with "purpose" on several occasions. I sat there, rigid with fear, in a state of vigilant awareness. I wanted so badly to call him out, but I felt I needed authorities to intervene. It was finally determined that it should be considered the jurisdiction of the PANYNJ, so I worked with them. They asked that the next trip into the city, when I recognized him, I was to ask the bus driver to call into the PANYNJ police to have them meet us at the gate. When we pulled in, I got off, explained the situation. No less than 20 police officers were there at the gate to "escort" Mr. Frost to the PA station. He made sure he was the last one to leave the bus, but many passengers watched to see who it was that was drawing the presence of the police. At the very least, I felt redeemed by his"walk of shame".

When he saw me, he said "it was a misunderstanding". But we had never spoken about the incident, my accusation never verbalized to him. So he knew what he did. He also then knew, that I was not going to just "take it".

I was advised it might be difficult to press formal charges, but the detectives did advise me of the area in which he lived so I might be able to 'avoid' him, as I needed.

I saw him walking through the park one day, and mentioned to my, then husband, that he "was the one". I had to beg him not to hurt Mr. Frost, as he chased him through the park and confronted him, a finger pounding out a warning on his chest, as he barked in his face.

Mr. Frost certainly avoided me from then on. I eventually stopped taking the bus�and only saw him year's later, in passing.

I do not think it far-fetched that he victimized more than one person. Although, I was nearly 30-he about 50. His perversion was established long ago. I will certainly be reminding the Bloomfield Police of his "predilection".
