The 16-year-old in question, whose identity is protected because of age, was charged as a juvenile with obstruction, possession of alcohol underage and disorderly conduct before being released to his parents.

I'm not so sure I agree with that. Maybe he just didn't run fast enough. When I was underage, that was pretty much how it worked- hide your booze and run if the cops show up. This kid's mistake was probably spending too much time on the couch instead of getting some exercise.
