Sounds like escoveitch fish. I think it's called "ceviche" in spanish culture. Anyway, it's usually made with snapper. Cut up onion, hot pepper, tomato (no seeds), grated carrot, vinegar, a dash of salt and sugar. My family browns the snapper in oil in a skillet and then adds the above mixture to the pan when the snapper is par-cooked. Some folks bake it, however.
I was here last week for take-out. First time, and sadly my last. The food was ok, but overall, Impressions count. unfortunately, the "overly casual" approach to the Food Service Industry is what will keep this restaurant, and consequently, its surroundings, at a lower level than other restaurants in the area. Nobody to greet you, not overly "clean" or well -distributed, too loud from the jukebox; the "menu" was poorly presented & the ones on the counter were kind of dirty; no real service....
They had friends hanging out in the kitchen and people back ther talking, but nobody really there to serve. Sad, but true.
Dev's is a wierd resturaunt it is really tacky and they have an on and off service one day it's good the next time it's not their resturaunt has tacky decorations of jamaican cardboard cutouts, it totally needs a makeover
and they don't pay their like 12 year old daughter it's really wierd The just need to get it together

i'm tring to get a recipe for a fish dish that i had . it was made with some type of fish (fried) carrots, onion, green pepper and vingar..help
